ED RIOS
Chief Executive Officer
Ed Rios is currently the CEO of Computer Access Technologies, LLC, (CAT). Ed spent 26 years in the U.S. Air Force before retiring at the rank of Colonel. He served 26 years focusing on air, cyber, space, and Special Technical Operations. Colonel Rios held several Commands including three combat deployments. Ed was the founder and CEO of CyberSpace Operations Consulting, Inc, (CSOC) in 2007 which merged with Arctos, LLC, in 2019. His work as Arctos CGO included the merger and acquisition of six companies. His formal education includes undergraduate science and advanced business degrees from the University of North Texas, University of Phoenix (in residence), as well as M.S. Engineering studies at George Washington University; and Fellowships at MIT and Harvard University. He is published through MIT and holds a High-Altitude, Long-Endurance Aircraft patent. Mr. Rios was the first CEO of the National Cybersecurity Center in Colorado Springs, Colorado, and remains a current Board Director. He also sits on several other boards as Director including the Space Information and Analysis Center (Space-ISAC), the National Security Collaboration Center (NSCC), and is the Board Chairman of CelesTrak. Mr. Rios is a member of the Pikes Peak Round Table. In 2022 he was indicted into The Colorado Thirty Group.

SHANNON ANDERSON
Chief Operating Officer
Shannon Anderson, MPA, has been the Chief Operating Officer of Computer Access Technologies (CAT), LLC. since its founding in 2018. Shannon is the founder of Anderson Property Inspections (API), a company that provides environmental testing for hazardous materials and regulatory compliance services for large-scale projects. Clients include municipalities, government agencies, property insurance companies, educational institutions, healthcare institutions, etc. Shannon is also the co-founder of The International Institute for Higher Education, a non-profit organization based in New Mexico focusing on international cultural awareness and leadership training. Shannon also serves as a guest lecturer at the University of Colorado Colorado Springs, and Benemerita Universidad Autonoma de Puebla in Puebla, Mexico, on the subject of leadership, diversity, and public/private partnerships. She has several awards and accomplishments for her work with for- and non-profit organizations including CelesTrak, a space safety non-profit.

HAROLD HOANG
Chief MI-N-D (Meta Innovation & Development)
Harold Hoang is the Chief, MI-N-D (Meta Innovation & Development), with Computer Access Technologies (CAT), LLC. He leads the exploration and search for emerging technologies through partnership and outreach with industry leading researchers and technologists. His professional passion includes cybersecurity and operations, the quantum realm, and 3D interactive visualization to harness the art of the possible. Prior to joining CAT, Harold served over 30 years in the U.S. Air Force with his last assignment as the U.S. Air Force Academy (USAFA) Chief Information Officer (CIO). He was the trusted advisor to the CEO on matters pertaining to developing and implementing USAFA's $150M IT roadmap and investment strategies, with oversight and responsibility for coordinating and directing internal defensive cybersecurity operations. He led a cross-functional team of 50 IT professionals providing expertise, operations, and innovative approach in meeting USAFA’s $354M obligation authority in support of $43B of real property. As the USAFA CIO, he routinely interacts with senior leadership from the federal government, local and state officials, and public & private organizations. Harold has also served as the Chief Information Security Officer and Chief Data Officer and was the principal national cyber advisor to the Executive Branch on readiness of national security systems.
